Synopsis

The outlook on the political system of the second, socialist Yugoslavia from the viewpoint of its legislative body is a reflection of complex developments in a specific geographical area and at a certain historical time, of a revolutionary imperative to build a new system while unsuccessfully solving old problems and experimenting without any tangible models. The result of this experiment, lasting for four decades and a half, was the construction and constant adaptation of the socialist selfmanagement parliamentary system which refused to be parliamentarism. It nevertheless contained certain elements of parliamentary government and aspired to be democratic, but had already in its constitutions ensured the possibility for totalitarian control and authoritarian government.
